The reason venues like dining rooms and theatres are a bit cool is that they are deliberately set to be cool anticipating that when full with people the temp will rise. I also get chilly in the dining room and out on the deck at night (even in summer). I actually carry a couple of light sweaters and a couple of wraps. The air conditioning compressors are in the engine room down below. They chill water which is circulated around the ship. Most of the air handler rooms where the chilled water cools the air, and the fans, are in the center of the ship, in those "white areas" on the deck plan between the port and starboard inside cabins.
