Total household wise, it's mostly those that fall below the income threshold. Keep in mind that the so-called "one percenters" that we think pay no income taxes actually pay nearly 40% of all income taxes collected by the Federal government. The top 10% of earners pay 70% of all income taxes. The ultra-rich who supposedly pay no income taxes get away with that because they technically have no "income" - they have "wealth".
