What's the deal? Evidently the "learn More" link leads tot eh current policy and 750ml wine is still permitted. Botle beverages refers to water and soda in bottles. If you think Cheers is expensive, you should look at the prices of the alcoholic packages on most other cruise lines which can be anywhere from $69 per person per day to over $100 per person per day. People demand "something be done" so they don't ever encounter a minor inconvenience on "THEIR VACATION". Expecting that the action only impacts people who cause trouble.
