Roy The only shipping that has decreased is the cruise ship transits. Commercial traffic is not affected. Crew occupying guest cabins aids in social distancing. Also, part of a hot layup is making sure all the systems, such as water and toilets in cabins continues to work. Having crew stay in the cabins aids in that also. And, if you don't know how long this will last, why not aid crew morale and give everyone a balcony? that's what Captain Kate did on Celebrity Edge.
