Also if she sails at 4pm on first day. would safety drill take place after sailing or before it leaves?thanks

Yes. It is mandatory, and it will be conducted before you sail.

The only time I've heard of it being held other than before sailing is if the ship doesn't leave until late evening. In that case muster is held before dinner for those already on board, and there is a second muster the following morning for the people who arrived later.

don't attend, get kicked off the ship before she pulls out.

you need an EXTREMELY good reason to skip it & have a private drill at a later time

the drill is typically an hour or so before departure. and since you have be on board 90 minutes before, you have no excuse to miss it

Shortly after the Costa Concordia incident, HAL toughened their rules.

And a man was escorted off the Westerdam for refusing to attend the life boat drill.

That's an expensive lesson to learn.

On the last two Carnival ships I was on everyone had to meet at their muster stations for the safety talk and life jacket demonstration.

If you had a mobility problem they let you stay in the muster area while the rest went out to the life boats. You could not leave the muster area until the all clear was sounded.

On the last three Carnival ships I was on (Conquest, Valor, Valor), the muster stations were by the lifeboats. I'm sure arrangements were made for those with mobility problems who couldn't make it.

With RCI muster is mandatory and each SeaPass card is scanned to confirm attendance with the ship not departing until it is completed with 100% attendance, typically done 30 - 45 minutes prior to departure, does not require life vests to be with you, and depending on ship can be held outdoors at the lifeboat stations, indoors at different lounge or dining venues, or a combination of both. Your muster station will be identified on the inside of your stateroom door as well as printed on your SeaPass card.

You definitely do not want to skip this...they mean mandatory. It will happen before sailing.

Before it leaves. All aboard will probably be no later than 2:30 that day. yes, it is mandatory to take part the first day with very few exceptions--the main one being a very late departure where some passengers might not arrive before most are in bed for the night. In that case those late arriving passengers (who the ship is aware are arriving on late flights well in advance) will do muster the next morning. Those not on the late flight the ship is held for will be expected to be on board by a certain time in the late afternoon and must participate in muster prior to departure.
