Active Duty Military traveling to Haiti

Good afternoon! Anyone active duty and recently had their leave approved to take a cruise to Labadee with RC? I would love to hear from someone that tried to get leave within the last 30 days given everyting happening there. We are booked in April and aren't sure they will approve. We are trying to plan accordingly.

I got my security guy to sign off on a previous cruise to a hot destination when I promised I would not disembark.  (I didn't.)  Not sure if it would work for you, but might be worth a last ditch try if all else fails.  Thanks for  your service.

What’s your Clearance level?  We did the same thing as 808lady for Mexico one year.  Since labadee is privately held and not near the unrest, you may be okay, as long as  your CoC understands the logistics of the port call.

Two successful routes my family members have taken:

1) Not got off the boat (St. Petersburg, Russia)

2) Not left the tourist area (Mexico, Haiti, etc)

 

As Labadee has active armed security presence, route 2 might be approvable.

Now, to lend an hand..  No matter what your clearance level is, you must report all foreign travel to your SSO or Security Manager - and you also must get approval to visit said location, for obvious reasons and for your personal safety.  If you hold a TS/SCI clearance, it is mandatory!!  In my SSO days, I would give my Sailors Threat Country briefings for their travel, whether they were on official TDY/TAD or pleasure..  What I recommend you do is contact your Security Manager or SSO and see what they recommend.  I also found a link to the current threat to Haiti..  In my 20+ years of Special Security, I've seen travel denied and/or cancelled due to current country issues...   Good Luck and Stay Safe!

It seems pretty obvious what they wanted- advice, like many other threads.

 

The issue will be to explain the special situation at that port stop in such a way that it will be understood by a security manager.

Couldn't afford cruising when on active duty but still had to report all travel/contacts to SSO as a contractor employee.  Not sure they ever denied anyone clearance to travel but certainly could have.  Military was definitely stricter than contractor.  And then DW took photo of satellite on display in courtyard in St Petersberg.  Apparently a science convention in facility we had lunch in.  Was expecting KGB to grab us as we left.

 

Wouldn't think Labadee secure area would be an issue but it really depends on how the prohibited travel order is worded whether your security folks will allow it or not.

Interesting how different agencies do this.

Laura held TS security for years since she only did DoD work. Never had to ask permission to go anywhere.  She was a GS 15 for GAO. 

 

She did have to list everywhere we went on her 5 year renewals.

 

OTOH, her annual Senate Financial Disclosure was brutal.

For civvies, you don't have to notify of foreign travel with just a TS.  It becomes mandatory with TS/SCI.

I do know a couple AD USCG members who just returned from a cruise that visited Haiti.  They had no problem.  I'm not 100% sure, but I don't think a theater clearance was necessary.  If you or your family is AD, just check with your SSO.  They'll be able to answer immediately.

Secret Compartmented.  It is one step beyond TS.  You have special access to certain types of information.  And just because you have Top secret clearance you don't have access to all Top secret information, thus the SCI

You have unescorted access to some secure areas where just a TS would require an escort.

Things have changed a lot in our armed forces. I'm retired Navy but I am sure everything will be fine if you explain how Labadee is set up - it's separated from Haiti in a sense, it's private RCL property, so technically NOT part of Haiti or the trouble there. I won’t get into my security clearance but I’m required to get permission for all foreign travel at least 30 days in advance of travel.  I also receive threat briefings for all countries on my itinerary.  Never been denied authorization for travel to Haiti.

You are correct.  Thus the SCI part.  Even if you have SCI for a particular "thing", you don't have access other SCI "things"
