After living in Florida for my entire life and seeing visitors to our fair state. They will most willingly carry extra stuff to save a bit of money. I think it is a reasonable way to accommodate their budget. On the other side, growing up. My family would pack extra stuff (picnic fixings, etc) while we visited other states. I don't know about the official rules, but I think that it would be rude to use them in the pool, which will be crowded with other people trying to enjoy the pool.
