USPHS can board at any US port,  as can the Coast Guard.  I worked on expedition ships for 5 years and there was nothing more stressful than a USPHS inspection

Veendam failed in 2012. We were embarking in NYC en route to Bermuda and delayed boarding for hours because they wouldn’t let her sail until some issues corrected.

 

It was a terrible cruise, almost a mutiny, and I’ll never sail her again.

Only one HAL ship -- Veendam in 2012 as noted above -- has failed since 2001.

Note that anything below 86 is a fail, so low 90s are cause for concern.

 

Thus it's no surprise that Amsterdam is being re-inspected given the 90 it received a month ago.

Please note that the Veendam only failed once on 2012 with a score of 77 (passing is 85) and all others scores for the last twenty three years have been in the nineties or perfect .

 

As someone who has had to evaluate inspection reports for the validity and severity of the observations (yes, FDA,  which is the inspecting agency for this program), I can tell you reading the report for the 2012 failed inspection did cause some eye rolls on my part (and probably also among the onboard crew and officers).

 

Based on past experience, the person doing the inspection was probably new to the program (and if a PHS officer newly assigned to FDA with no prior inspection training or experience) and had not yet develop either ability or the commonsense to discern what is important and needs to be a written  violation.

No word yet on the score.

LOL - of course one can post the results of the inspection as a poster once did about the Rotterdam failing an 2018 inspection in Key West.

 

The poster's source for the information was a port security guy (non- HAL employee) who heard it from the friend of a crew member.

 

When the results were published after the usual several month delay, the Rotterdam had not failed and was not close to failing.

Amsterdam's score of 90 from July 8, was posted far sooner than your claim of "several month delay" and, at least in my opinion, the report makes seriously unappetizing reading. I doubt HAL would want it distributed with the menus in the main dining room even if the company's cheerleaders were hanging about trying to dismiss it.

FDA inspects airplanes, trains, and buses in the USA. They also inspect American flag cruise ships (the very few that still exist).

They are not allowed to inspect foreign flag cruise ships.

That responsibility goes to a sister organization - The United States Public Health Service - USPH.

USPH has a slightly different and more stringent set of rules and regulations about health and cleanliness than their colleagues at FDA.

 

Years ago I was working an an American Flag cruise ship in Hawaii. FDA came aboard for their annual inspection. They asked me if we were following the VSP Manual (Vessel Sanitation Program of the USPH). I showed them my copy of the VSP Manual. They admitted that they were not familiar with the manual, but urged me to continue following the VSP guidelines. I tried discussing some of the finer points of the VSP manual with them, but they were unwilling to get into it.
