Alaska Tourism Recovery Act Passes U.S. Senate

Recommended Posts

No hearings on H.R. 1318 (or S. 593) scheduled. There can be no direct floor action in the House without a Rules Committee action. None as of now. House adjourns for Memorial Day district work period on Thursday May 20 until Monday June 14.

For those who need a refresher on the process ....

How Are Laws Made?

Laws begin as ideas. First, a representative sponsors a bill. The bill is then assigned to a committee for study. If released by the committee, the bill is put on a calendar to be voted on, debated or amended. If the bill passes by simple majority (218 of 435), the bill moves to the Senate. In the Senate, the bill is assigned to another committee and, if released, debated and voted on. Again, a simple majority (51 of 100) passes the bill. Finally, a conference committee made of House and Senate members works out any differences between the House and Senate versions of the bill. The resulting bill returns to the House and Senate for final approval. The Government Printing Office prints the revised bill in a process called enrolling. The President has 10 days to sign or veto the enrolled bill.

House Floor Consideration

Consideration of a measure by the full House can be a simple or very complex operation. In general a measure is ready for consideration by the full House after it has been reported by a committee. Under certain circumstances, it may be brought to the Floor directly. The consideration of a measure may be governed by a “rule”. A rule is itself a simple resolution, which must be passed by the House, that sets out the particulars of debate for a specific bill—how much time will be allowed for debate, whether amendments can be offered, and other matters. Debate time for a measure is normally divided between proponents and opponents. Each side yields time to those members who wish to speak on the bill. When amendments are offered, these are also debated and voted upon. After all debate is concluded and amendments decided upon, the House is ready to vote on final passage. In some cases, a vote to “recommit” the bill to committee is requested. This is usually an effort by opponents to change some portion or table the measure. If the attempt to recommit fails, a vote on final passage is ordered. Votes on final passage, as well as all other votes in the House, may be taken by the electronic voting system which registers each individual member's response. These votes are referred to as Yea/Nay votes or recorded votes, and are available in House Votes by bill number, roll call vote number or words describing the reason for the vote. Votes in the House may also be by voice vote, and no record of individual responses is available.

My friend lives near the San Pedro port, she regularly sees ships in port.

Majestic Princess, Ruby Princess, and Emerald Princess (along with Koningsdam, Nieuw Amsterdam and Noordam are all off the west coast of Baja California in the Pacific. But, the real question is, has Santa Clarita prepared an application for a CDC CSO CSC for each of these ships?

FYI Carnival Cruise Lines, which is parent company of Princess just sailed one of their ships to Mobile Alabama so the entire crew could be vaccinated.  They had health people meet the ship and went onboard and vaccinated all crew.  So that's a good thing.

There is definitely no shortage of Princess, HAL and Carnival ships up and down the Pacific Coast from LA to La Paz, Mexico. I count 5 HAL, 5 Princess and 2 Carnival ships.

Carnival has dual corporate registration as a result of its purchase of P&O the then parent of Princess.  So it is domiciled in both Panama and the UK.  Keeping the UK corporate registration was a component of the approval for the purchase of P&O.

The ships stop in ports to be re-fueled and take on supplies.  They do the same thing in Florida ports.  The problem is the ships are only staffed with essential crew.  Not the crew that would be needed for cruises to resume.

Sadly, our May 2022 Alaska cruise is round-trip from Vancouver. Not only is the proposed bill set to expire before then but, if Canada is still denying cruise ships access by that time, we still won't be able to sail. D'Oh!

Hold the bill at the desk

A maneuver reserving the right of action on a measure to the full Chamber, rather than to a committee. A bill held at the desk is available for immediate consideration. Since it is not referred to a committee, the bill has no hearings or committee reports accompanying it from that Chamber. A bill passed by one Chamber and referred to the second Chamber often is held at the desk in the second Chamber, particularly when the second Chamber already is working on similar legislation.

 

Conclusion: For S.593 / H.R.1318 .... could be good news ... or could be bad news ... for those who want immediate passage in HOR.
