In the CDC statement on extending the no-sail order, they cited the facts that numerous ships were holding parties, not enforcing social distancing, and not requiring masks on those aboard as primary reasons. Plus continuing outbreaks on a handful of ships. If the cruise lines get serious about implementing these measures now, and demonstrate that cases are nearly eliminated, then we could have the basis for restarting... although port calls are all problematic and so is the hospital capacity in states with primary departure ports.
