Upgrading, lose original promotion?

My PVP is currently on medical leave, and I have been dealing with the call center reps, who seem less than competent, at least the ones I've dealt with.     The most recent one didn't seem to know how to upgrade my cabin but did state I would lose my original promotion if I upgraded from an interior to a balcony.   Is that correct?

Yes, pretty much every change you make to your booking - even things like changing the names of the people in the room - is a rebooking.

Am I to assume that since you were able to keep your original OBC, that means that every time someone else upgrades, they automatically retain their OBC in every instance?

No, accepting an upgrade is much different than upgrading yourself.  If Carnival makes you an offer, via email, phone call or when you log in, you are likely to keep your booking perks.  But if you upgrade yourself, unless the deal you booked under is still available, you will lose your original perks but get the ones that are now being offered, if any.

Where in my post does it say that? Never said that, nor did I infer that. I was responding to a previous post that states that if you upgrade your original obc would be gone. You assume wrongly.

When my PVP is out, his voicemail directs me to a different PVP.  Did yours give you anyone else’s name?  If not, maybe ask for a new PVP.  You could always switch back when yours returns.

I was going to say something similar. My PVP was out on medical leave when I emailed her recently. Her out of office email reply directed me to contact a different PVP in her absence. I contacted the new PVP and explained my situation and they were more than happy to help.

The replacement PVP didn't work out too well.   I emailed her the cruise I wanted to book with the cabin number and promo I wanted to book with a refundable deposit.   She emailed me back with a different promo code that was not refundable and actually cost $1,000 more than what the other promo cost.   I asked her to change it back to what I requested, but she kept deflecting and emailing me terms and saying this was the promo she was familiar with.   She said I could change to a different promo later.   I gave up and booked what I wanted myself.   I actually couldn't believe it.

I think they want to get people off the expensive cheers on us and tons of OBC promotions. I know many of us have seen the offers we're getting lately aren't as lucrative as the ones we were getting back when our fall cruises were originally booked (even the casino offers are drying up I am reading).

It has always been that way.  Carnival has a million rate codes with varied pricing that have their own individual terms and condition.  When you book under a rate code that is what applies to the booking.  When it comes to upgrading cabins if that rate code is still active many times you can stay with it, if it is expired or you have found another rate code that is cheaper if you upgrade you fall under the new terms and conditions.

AFAIK, it’s how all cruise lines operate when you want to upgrade. carnival runs algorithms that decide the best way to price rooms based on how fast the cruise is selling. When you booked, $X got an inside room with promos. Whatever they are pricing balconies at, they believe people will pay without getting the promotion you got before. 
 

the difference comes in when rooms aren’t selling fast enough. Then they may offer you to upgrade to a balcony so they can re-sell your room to a customer who only wants an inside room. It’s all about carnival maximizing their profit.
