If you search this board, you will see many posts about POA's current restrictions. They aren't sailing anywhere near full due to staff shortages. Some of the restaurants are closed due to this.
Prepaid gratuities cover your stateroom steward, dining staff, and other behind the scenes people. If you purchase a drinks package or specialty dining package, you will be charged additional gratuity for those packages.

I think part of the problem is that when Carnival switched to putting luggage tags out for taking, people take more than needed, leaving people who don't want to carry their luggage stuck doing so,
Any chance you will be in port when these need to be delivered? In which case, would be better to go to a Starbucks or something. I would not guarantee on the internet on ship to be robust enough for this.
The process at Cape Liberty is you drop off luggage then park. Usually the porters are right there to get your luggage. Not sure if Star Class makes a difference on that.
