I Think not, that one has a rooster as a wind vane. It is very unlikely that they would have excursions going to the island of Texel. 

I am still searching and have no clue.

There are ship weather vanes in Amsterdam, but the roofs I have seen do not fit. I have not got much further with a German search, a couple of references to Delft, but it is vague, I do not have a building as such. I think this photo has beaten me, last try: some church in Delft.

Ok.. guess I stumped you... it's the church in Zuiderzeemuseum.  I can't find the name of it, but I was thinking @Renmarmay have guessed as it was so close to his last photo.

The reason roosters are so common on the churches in the Netherlands are that they are for the Reformed Church...

I like the idea of figuring out the horses, but you say what is happening as we could not guess. Would you like to hand to canal archive and the horses? I think we have one guess for them. If canal archive would like to pick it up from there? Again, you two please decide...

Wild guess; National Museum, Porto, Douro river. Looks like native art like they do in the Arizona & New Mexico.

Are we on the right track that it is a reproduction of ancient cave art?

They are exact copies of the originals because to expose them to natural light and air keeps damaging them. As far as I can remember there where at least 10 framed examples to my mind the art is beautiful. 
It’s not Portugal or the Douro. CA

If I remember my trip to Lascaux II correctly, it didn't use framed copies of the cave art, it duplicated the caves and the art as they would have been seen in the original Lascaux caves.
