U.S, Port Sailings with U.S. Citizens Only

This type of sailing from one US port to another cannot be done legally, no matter if the entire crew and passengers are completely vaccinated. The PVSA is the same reason that there are no Alaska cruises or cruises to nowhere. The crew have the wrong type of visa to work in the US, and every large cruise ship is flagged in a foreign country, so each sailing must visit a foreign(round trip US)or foreign distant port(starts in one US port and ends in another US port).

Cruises in Israel are also not only to Israel ports. It is to Greece and some other country I think. I can name more than one Caribbean port which will allow passengers. For example Mexico does not require any tests when entering country.

I think Canadians should be banned from US cruises since Canada closed it ports to cruise ships.

I think an overlooked aspect of vaccination requirements is convincing a foreign country to allow the ship to visit.  Would Canada re-think it's cruise ship ban if everyone on board was vaccinated? 

 

Try convincing a small Caribbean nation to allow a ship to visit if the thousands arriving aren't vaccinated.  Is a local resident going to be pleased with that or screaming at their government for allowing it?  Now if everyone arriving is vaccinated that is a different story.  

 

It's going to take countries like Canada and most small Caribbean nations longer to vaccinate their population so requiring vaccines for cruisers gives them a reasonable expectation that it will be safer to let a ship of vaccinated tourists to visit.

I understand your point, but to be clear the PVSA does not have anything to do with cruises to nowhere.

I believe it was in 2003 that Congress clarified the rules that excluded cruises to nowhere, and that ruling remains in place even today under PVSA. Prior to that there were frequent cruises to nowhere by many cruise lines. Its also why technical stops in Mexico or Canada are no longer allowed and must have passengers go ashore in these “foreign ports” to qualify.

Cruises to no where were happening within the last 5-10 years.  They are allowed under the PVSA.  The reason they are no longer done is that the crew require a different visa if the ship does not visit a foreign port.

They were never legal under the PVSA, but CBP(Customs & Boarder Protection) turned a blind eye to the sailings until 2013 when a gambling casino called Bimini Superfast started cruising out of Miami. When they tried to expand into PE, a lawsuit was brought by CBP& HS and banned(2016 Homeland Security adjudicated this) cruises to nowhere due to the crew having  a D-1 visa.

Right now the only other citizens allowed into the US are Canadians, so why not have vaccinated US citizens and  Canadians

 at this time some small Caribbean nations are allowing unvaccinated tourists to arrive, provided they have a negative Covid test within 3 days prior to arriving.

You are correct. Hubby has been flying non-US passengers into the US.

There are family exemptions, that are allowed in.  

No one from any  of the Euro countries (30 of them), Britain, Ireland, Brazil, China and a host of other countries are NOT allowed into the US right now

This would absolutely not make any sense for the US. It's enough to apply the rule that only passengers who are fully Vaccinated can sail.

Not sure where you get info from but travelers from the majority of the world are allowed to fly into the US and have been throughout the pandemic.

Yes, Rcl is requiring everyone 18 or older to be vaccinated.  What does it matter where passengers come from as long as they are vaccinated?

The only reason someone would propose that only US citizens should be allowed to go on US port cruises (if the guest is vaccinated) is....
