There are different conditions that are announced as a storm approaches. The cruise lines have to abide by COTP decision. Royal Caribbean did not have an option to try to bring any ship in early, the Coast Guard had already made their decision. Norwegian thought they could get one ship in and got as far as Key West and were told to turn back.
