Why would you think that? And how do you know the officer was on duty? I'm sure people take pictures all the time of officers while on duty. I doubt the officers give their permission. The officer is nobody special, whether "on duty" or not. When in a public place, there is no expectation of privacy, so no permission is needed to take photos or publish them. Most don’t, it’s not recommended. If anything, put money into an account earning interest that can be used for anything in the case of a tragedy. It’s a big cost but folks are still young if they are losing a young child and have time to recoup the cost.
