For example, how do you rationalize prohibiting someone who lives in St. Marys, GA from taking a cruise from the port of Jacksonville, FL, literally 30 minutes down the street? Maybe due to the possibility of quarantine they should only allow passengers that can drive to the port. Everyone could just get in their cars when the cruise is over and quarantine at home. Yes. I don't know about Canada but in the US I understand that hospitals get a significant amount of money for each patient that dies of Covid. Besides that you need to take into account the amount of testing that has been done. Countries that have done a lot more testing and picking up all those mild and asymptomatic cases are obviously going to have a lower death rate than a country that hasn't done as much testing. Statistics....very misleading. If they want to declare US residents only I’m fine with that. It would also add to domestic flights which is a plus, not that it would be that many. I have no interest in cruising soon, but it would be nice to have cruises starting up. Maybe a ship could cruise from Canada only for their citizens.
